I think it will be a crafted item, and then you need a low % drop from Arthas to turn it into shadowmourne, much like Sulfuron Hammer and Eye of Sulfuras.
That would explain why there is a duller, none glowing version of Shadowmourne..

It actually is. It will be a Paladin/Warrior/Death Knight weapon. The legendary would have been a caster weapon if it wasn't because Death Knights haven't had any legendary at all.

Shadowmurne will drops as whole from Mankrik's Wife. And it has 2500% drop rate which will result in one Shadowmurne for each raider to be happy. Also note that Mankrik's Wife's death at barrens was merely a setback and she is The Big Bad Boss behind all the events in wotlk. she will spawn after you kill The Lich King and Will Be hardmode only.

I think a quest to imbue it with the powers(minus the soul-stealing) of Frostmourne makes a lot of sense. And that could be the "special purpose".

Maybe we steal that silly goat head thing on Frostmourne and stick it on an ax and go luluguiz u liek mah nuw ackz?
