    That is a lot to read. Can you make a short story here? The time and effort you have put into writing this makes is interesting to read it, yet I won't have time to do it.

    The changes proposed:

    -vendors for enchanting mats used for leveling.
    -badge vendors or some other TIME-commit based reward for end-game enchant mats.

    -auto disenchant should be available without an enchanter in the group.

    -Rewards when an enchanter IS in a group: extra chance for mats whenever an item is auto-disenchanted or extra mats whenever an enchanter wins an item in a group and it is auto-disenchanted. (Only works in dungeons of your level, not raids or solo)

    -A tier system of recipes, just like jewelcrafting, with the top two tiers gained by dailies and rep.

    -The lowest tier is all the old BC enchants. You can use the old mats for them or use a small amount of new mats. These would not be used passed leveling and are considered the "green gems"

    -The blue gem tier is the enchants available and being used now by all raiders. Decrease the amount of mats needed (like Blizzard did before) to make them more casual accessible.

    -The last tier are new enchants seen in Icecrown+ and all the recipes are from dailies or from rep grinds. Make the amount of days per recipe balanced to the amount of recipes available. Jewelers make money because there are so many recipes, it takes a long time to be able to make them all.
