What Chaud said, 32 bit only can use I think 3.5? GB of memory so most of it is wasted. That's also a very budget video card, if money is an issue go for the HD 4870 or 90, great bang for your buck. I personally use HD 4890 and get 40FPS in Dal and in raids with everything except shadows on Ultra.

You might also want to try putting shadows down to the first or second notch too, it eats up a huge amount of FPS, even on the best gaming rigs.

Qcore, 8gbram... and a graphics chip... At this point i'm wondering how you managed to get such a setup.

    definitely a new video card.

Actually, the quad's mid-range at best (I'm running an Intel 2.4 quad @ 3.2 to get any decent fps).

They'd get better fps with a 3.0 dual.

    OP: In-game type this:
    /console processaffinitymask 15
This'll make wow run on all cores. It'll require you shutting down wow (not alt-f4'ing), and then restarting wow again.

32/64 bit windows won't make much of a difference for wow. It just looks nicer seeing your RAM not being wasted.

I have 32 bit, before i had 64 bit and my computer kept blue screening and WoW would not work on my comp, then 32 bit fixed it. I run an average 100-200 fps.

There is this video that swifty made that superlatively reduces your latency, so check it out. http://www.youtube.com/watch?v=A5fjysf-hUw

You likely had a driver problem with 64 bit, especially if it was in the earlier Vista days. Latency has nothing to do with FPS.
