Does this exist? i mean where alliances are not complete retards and got a fighting chance? i dont talk about A/H ratio of 100:1, i search for server with even A/H ratio and where alliances are not that noob.
I can talk for CycloneEU, it favours Horde (not thaaat much, but enough to notice it).

There are more horde to ally by about 2:1 according to wowcensus, but the ratio of ally to horde activity is around 1:1.4. Even with this slight population advantage, allies have a heavy favoring in just about every aspect of PvP.
Getting WG as horde isn't as bad as some of the horror stories I've heard about other servers, but it's a rare occasion to see more than 2 wins in a day.
And as for BGs, aside from WSG, just about all of them are heavily favored for allies to win (maybe 70%/30%). But this is all just me speaking from what I've experienced after having been on this server since S4 of BC.
