I can only answer for combat, I don't know the other specs.
Simplest answer is that Rupture is generally better until you achieve fairly high armor pen...
The best answer is to load up a spread sheet to decide which will work best for you.
While they both have a RNG component, Evis is a little worse, it hits like a truck on a crit, but sinister strike hits harder on a non crit. Rupture does pretty
decent damage over it's course, the crits are just gravy.
It can depend on the fight mechanics too.
For example, Rupture is pretty useless in P1 of Lady Deathwhisper, as the debuff never ticks for the full duration. In this instance, Eviscerate is better "bang for your buck" for the button press.
Rupture will do more damage (usually) than Eviscerate if it can tick for its full duration.
In top end gear you will probably see the spreadsheet suggesting you use a low Rupture cycle (as mine does).
This sounds correct. I'm not sure if there's a level of arp you can reach now where Evisc will do more DPE than Rupture (when Rupture is able to tick for its full duration).
Rupture outdamages Eviscerate only when Trauma/Mangle 2/2 Blood spatter and rupture is glyphed and it ticks for the full duration. I believe otherwise it does not. The spreadsheet tells us about a low rupture cycle because all the buffs are active in the spreadsheet that rupture needs.

Stormgard88's statement could be broadened to say "While all offensive abilities in WoW have a RNG component...", but in this particular instance it's completely valid. If your Eviscerate doesn't crit, you'll probably be wishing you used Rupture.
A noncrit Eviscerate is relatively weak.
Anyway I don't understand why people use the terms "low-rupture cycle" and "high-rupture cycle" anymore because combo point generation is so fast that you never really need to worry about Rupture falling off before your next finisher. The smart thing to do in any situation would be to use a "dynamic rupture cycle", where if you can afford to wait until next finisher to use Rupture then use something else, else Rupture immediately, unless of course Rupture won't do its full duration and therefore you wouldn't use it period during that particular timeframe.

Now, you'll certainly be wishing it had crit, but that's different. ;P
