So I took my dusted rogue and went in to SW to spank some alliance, one thing I found there was no chance to disengage out of combat, nothing worked not even vanish guards kept attacking me. So I assume that vanish doesn't work in capitals, I guess that's some punishment from blizzard "Don't gank don't kill npc's mothafuka"

The guards in every capital have truesight i think.

No they don't only the elites. (Officers in SW, Thiefcathers in IF, Scout I think, in Org) and no you cannot vanish from regular guards, and yes it's probably because it'd be too easy just ganking someone, then vanish then wait and do it all over again.

They only want mages to be able to gank people in city's and then "vanish".
