They exist in the ocolus, coded and ready to go. They are in game and making them a player mount is very little work.
They are saving it for the proper lore, the proper time and for the proper people.

Why would you want to ride a sleeping drake? They're all stuck in the Emerald Dream.

I actually was wondering this. With the introduction of Mount Hyjal as a zone and the Green Flight seemingly all back from their slumber, it made sense to have an Emerald Drake mount come into the game. Still plenty of time for that I guess. We are still very early in the expansion.
Have you hugged a Gnome today?
