Yes, you can learn inscription starting at level 5. As you are already level 20, you will be able to learn all recipes up to include skill level 225, provided you meet the minimum skill level.

The next milestone will be when you ding level 35 when you can learn all recipes up to skill level 300.

Is it fast?

Fast is a relative term. If you can afford to buy the herbs, pigments, or inks in the auction house then yes, leveling inscription will be very fast. But if not, this will be dependent upon whether selling trainable glyphs is a profitable business on your server.

Will you make money while leveling inscription?

This is very dependent upon your server. What I would do in your position is research the profession further by reading http://www.elsprofessions.com/inscription/ It's a great site for scribes and simply the best site for questions about fishing (a profession that makes quite a bit of money, even when leveling, if you know where to fish).

After you read the basics, you should ask yourself how much profit or loss will you make on each individual glyphs. As you will have access only to the glyphs learned from the trainers at the beginning, you have a lot of potential competitors. You may want to check your local auction house at this point and determine the makrket value of the glyphs you can make and the price of the required mats. You may want to look ahead and see how profitable is the common (learned from trainer) glyphs on your server.

The profession becomes very profitable once you know enough harder to learn (not from trainer) recipes and you put in the time and effort. Several posters in these forums generate thousands of gold of profit using inscription every week. However, don't let that fool you because the initial investment and the time commitment to maintain that level of business is significant. Several hours a week.

If this is your main character and you are doing just for fun, say to provide glyphs for all your toons and for family members and friends, then I would suggest your other profession be herbalism. You will make enough coin selling the extra herbs you gather (or may try to sell a few glyphs) to support your toon.
