Justice Points Question

I heard people on tradechat talk about how in 4.2 all your Justice Points will be upgraded to a higher currency. Is this true?

No they wont. All your Justice points will stay Justice points and all your Valor points will downgrade into Justice points. However all the items currently available for Valor points will become available for Justice Points instead, with new, higher ilevel items being introduced for the purpose of spending your valor points.
