Lockpicking - how does it work?

I looked at wowwiki. I know now we don't have to level lockpicking, it scales as we level. What does this mean? 5 points per character level?

Look at the chart. On the right part of the chart, it lets you know what level the higher skills unlock.

Look down past the chart, it lists the chests. It lets you know what skill level is required to unlock said chest.

Keep in mind that wowpedia will be more in depth than wowwiki. There is some drama behind this, google it if your curious.
