Just a thought. What if the reward for running dungeon under the CTA was a persistant 4 hour buff that would increase your highest stat by 3% for each pug member in the dungeon for 4 hours and would cap at 15% in addition to gold? Just thinking that since dungeon running is typically a pve practice then giving a buff like that would encourage tanks to run dungeons before a raid just for the buff. A 15% stam increase would encourage raid leaders to try to get their tanks into randoms and allow guild struggling to down content a way to help themselves out. It would basically be the WOTLK buff but with a 15% cap and you have to do more then walk into the raid to get it.
Though it would encourage "hardcore" players to do their randoms, the issue would immediately become exactly that: people will feel that they have to do a random in order to have high enough stats to complete an encounter.
which is obviously not true but fine if they did because more tanks would be queuing which is the point. I guess the only problem with this is that raid nights are already long and adding a random before hand may just be more play time then people want to do in a day.

actually, if you read what I posted, the buff is only 3% per member pugged. If you run with your guildies you get nothing.
