We need other thing than visual effects that's why you lost subscribers because the game is to boring but now people will come back because soul harvest has new visual effect

There's separate departments for blizzards employees.
Some work on visuals (models, spell effects, terrain, etc), some work on items (profession craft-ables, dungeon drops, etc), some work on stats, so on and so forth.
Just because some people are busy making a spell look better, doesn't mean there aren't people working on balance. There is always a group of people working on balance, regardless of what visual/aesthetic updates may be coming.
