A few questions regarding the Global Writing Contest

1) Does having an active World of Warcraft account a must for entering (I was hacked earlier on and decided not to go through the trouble and just left my account, although from what information I was given by guildmates the hacking was all reversed).

2) If one was to enter, where would they on the World of Warcraft official site, I did some searching but alas turned up short.

3) Is it a yearly thing? Or was it a 2010 only contest, sort of deal.
