The Chinese Government originally opposed Pandaren because the original concept art had them in Samurai armor (Japanese Armor). Now, China HATES Japan. To them it was the equivalent of having Uncle Sam dressed as a terrorist screaming in Arabic as he bombed the World Trade Center.
Blizzard rectified that and put Pandaren in more "chinese" clothing.
PANDAREN WERE IN WC3 IN CHINA
YOU CAN PLAY AS HUMANOID PANDAS IN GAMES IN CHINA (Perfect World for example)

I don't see why it would be locked. I am simply trying to provide some insight into the whole Pandaren/China thing and bust up a grossly misleading rumor in the process. Were you planning to add anything to the discussion or just trying to up your post count ?

OT: I never really got why they didn't have pandaren in WoW (aside from the pet). I assumed it was because of some law in china, but now I'm more confused than before as to why they aren't really in the game. From what I remember from something I read pandaren were thought up as sort of a joke and don't really have much lore behind them, maybe that's the reason.
