Lugia is better b/c it didn't have an appearance in the show before its appearance in the movie(as far as I know). Remember at the end of the first episode(I think it was the end, it was after pikachu saved ash), Ho-oh was shown flying across the sky. That right there is blasphemy and should be taken into account in a time period where there were only 151 pokemanz. :P

Ho-oh appearing was a prophecy of pokemon continuing past 151 and has appeared at ominous times throughout the show. Thus, Ho-oh is superior.
I cant find any video on youtube showing this scene...

Idk, Lugia was directly tied to the earth basically becoming broken. Is ho-oh related to a prophecy of doom?(I don't actually know. Having stopped watching pokemon not too long into the first season and having only seen the first two movies.)

Nah the prophecy part i just made up. I mean it as an indication that there was going to be more pokemon since Ho-oh wasnt in the first generation and ash's pokedex said it was an unknown pokemon. And you cant just put it in the first episode without ever explaining it. Ominous doesnt have to mean bad either. It first appeared after the storm when pikachu started to like ash. Then he saw it again when brock and misty left, and once more after losing a battle. So its probably supposed to be some image of hope or something, especially since it was first seen as gold colored and flying towards a rainbow.
