As for Whitney, I think it was just the fact that Miltank was so bulky and there weren't alot of fighting type pokemon before the 3rd gym, so if you couldn't take it out FAST, then you would get screwed big time. Now a day, I could destroy her, but back when I was little I had some trouble for sure.
