Serebii says lvl 55 while raining. I'm guessing while its raining in battle. Because usually weather outside of battle causes weather in the battle. So try using Rain Dance

It just has to have the weather effect rain by the end of the battle when it levels to 50 or higher.

if you unlocked all three stages of training you can ev train a pokemon in about 30 minutes.

Jesus christ, Goodra is godlike.
At level 50, her Sp. Atk is at 149 and Sp. Def is at 210.
Combine that with Rain Dance + Thunderbolt... Jesus.

I think you have to apply for a trainer's license by taking tests and performing well in school, according to the manga and some in-game implications.

Few questions - are there still the berries that reduce specific EV stats? If so which Berries reduce which stats?

You're sending out Zoroark. That's its ability, Illusion. It appears as the last pokemon in your party.
