No, not even the Super Dragon Balls. Only one way the universes can return:

The tournament is over. Goku somehow stands victorious. The last universe is erased by Zen-oh. Then, as the heroes solemnly learn that not even the Super Dragon Balls can bring back an erased universe. Then they notice something. Emerging from the fabric of reality in the center of the destroyed arena: Jiren. And he returns dragging all the other universes behind him. Literally. Not just the fighters and GoD's, but the literal universes all being dragged by Jiren into the world of the void. It was his plan all along. Then he calls Super Shenron pathetic and blows up the Super Dragon Balls with his glare.

I’m willing to bet goku is gonna sweet talk him into keeping them around so they can fight again for zenoh or something.

I would actually bet money that this is how it ends. Goku wins, tells Zenoh it was fun and they could do it again, then uses the Super Dragon Balls to wish them back. Or Frieza may even be the one to offer the wish.

Or they make it so that all the planets and inhabitants get moved into the 5 remaining universes. That way the number of universes stays low and all of the newly introduced characters will continue to exist. Everybody wins.
