Is there a reason why they don't just give us talents at level 10 and every 15 after that like 10, 25, 40, 55, 70, 85, 100 instead of 15, 30, 45, 60, 75, 90 and 100?
It might seem like a stupid question but my OCD is killing me.
Because 15, 30, 45, 60, 75, and so forth are natural landmarks in the development of your player character. At those levels (or very near those levels) you unlock incredibly useful abilities or skills or awesome game features. Giving you an extra talent point with that makes the experience even more exciting.
It could also because having it every 15 levels also helps break the monotony at low levels:
Level 10 pick specialization
Level 15 pick first talent
Level 20 get 60% mount
Level 30 get second talent
Level 40 get 100% mount
Level 45 get third talent
The theory starts to fall apart above level 45, but that's my theory at least.

I think you're over-thinking this. IMO they have just spaced the talents evenly - nothing more special than that. 90 is the last and every 15 levels down you get one. It just makes sense.
Now to the OP's question: I agree with Voyager that they might change it so that, once again, the talents are spaced evenly.
