How do I get tidyplates frame to enlarge when target gets below 35%?

Look into spotlight options scale and spotlight by health. Not home right now but i think it should be there.

Yes, depending on the version you had you may need to apply a fix. I think with 6.2.2 Blizzard changed or added something regarding absorbs causing errors without the fix.
