That is pro bally ALOT farther out than it looks, I dont know Cali well enough to know what is past the edge of those lights but id guess desert and/or some mountains

It launched from an air force base on the coast in California. It's nowhere near a populated city once it's that far off the ground. These people in Phoenix were seeing it enter space, hence the light show.
