Mind you. I believe they went this route with purge of dalaran too. As in. In the alliance version Jaina doesn't kill anyone, moment they get low HP they get stunned and sent to the dungeons. I believe that is the Canon version of the two events also, rather than the horde version where she does lay the smack down.

Theory (And probably spoiler, cause I'm good at this stuff) Zovaal was the original judge of souls, those from Oribos, Bastion, and Ardenweald planned to overthrow him and built mechanical constructs to help with this including the Arbiter. They took the heart (or w/e) from his chest that gave him power over the souls and locked him in the Maw. He found a backdoor from the Maw through the Rift of Aln and when we killed Xavius it allowed his corrupted soul to put the arbiter our of commission and funnel all souls into the maw....there must always be a judger of souls
That's what I suspected and expect really from blizzard writing and story telling. Just re-hash the same shiz. Basically, Sylvanas gets a redemption arc, becomes the Kerrigan of WoW by defeating the Jailer "With our help" all along being the goodie, taking his place and becoming Bolvar 2.0 essentially, there must always be.... a jailer/lich queen thing but no really this time and there won't be a repeat of this story where we go to Shadowlands 2.0 and there's gonna be a Bolvar 3.0 oh no no no, we really won't do that - Blizzard
Permabanned on WoW since April 14th 2015, main acc I had since vanilla gone and trashed for no good reason, 6+ years later still banned with more appeals resulting in my BATTLENET games being suspended for a month eachtime I try making TICKETS because I'm asking for help with the perma ban. Blizzard has stopped caring for their first veteran players and would rather we leave, considering the Lawsuit, can you afford to keep peps banned even for so long under questionable circumstances?
Arthas is a far more likely suspect to become the new jailer.
It would mirror the end of WotLK, it would be a fitting punishment, and it would be a fitting capstone to the Arthas redemption arc that I might remind everyone already began when uther threw Arthas into the Maw.
