Do I want my 14 year old daughter to encounter a nearly naked man on the streets at night? I don't want my daughter to encounter ANY men on the streets at night.
As for the costume.. it was 11pm. He was having a bit of fun with a holiday. It was late enough that children should have been finished up, and I'd wager you could see more "indecent" things on TV at that time. Anyone that had children young enough that he could have offended them, should have taken them home already. His "amusing" costume, in no way warrants a sex offender title.
For the record, I have no children, and live in Australia, where this holiday isn't overly prevalent.
