Now the strat to push pahse 2 doesn't work, it always spawns 2 adds, and way more adds are present on phase 2.

I doubt it, link logs with him spawning a 2nd big add whilst also being at 65% or below before 2:20 or no dice.

I did Heroic Xavius literally 2 nights ago (Thursday) with no changes except our raid size was a tad smaller (and it went smoother!), so unless they changed something yesterday/today without documenting it... nope, nothing changed.

Also true for mythic. Those logs I requested earlier, if mythic, would need 10 players with the Dream Simulacrum debuff by 65% prior to 2:20.

killed it tonight with one add. so nope, your dps are just slacking more than usually.

It seems like it was a bug, we have enough dps to push phase 2, but now we cannot recreate it

Your group didn't have enough DPS then. Heroic Xavius this week we still got a single add.
