Yeah I assumed since the Meta tattoo's are super-glowy that the non-meta tattoos would just be dimmer colors. Being able to change meta tattoos would be great though.

Anyone know how the hair interacts when you go into meta form? Or do all the meta forms have the same hair?

Illidan's tattoos are black.they are only green if he uses some power to lighten them up.

Sargeras gave them to him when he took his eyes. They amplify his sorcery. Other demon hunters emulate them, but it's questionable whether they grant the same benefit.

Apparently, Illidan has found a way to mimic the process Sargeras used on him, since Illidari tatoos have been confirmed to be "power enhancing" aswell. (it has been confirmed that they will glow with fel energies when a certain requirement is met - which is most likely going to be demonic fury quantity, much like the current visual effects of a demonology warlock)
