First off, it is true. I have owned ryzen products and they perform about on par with haswell i7's in games. Secondly the overclocking part goes against ryzen here, a 9600k comes with a stock single core boost of 4.6ghz whereas the 2600 is only 3.9ghz. Again ryzen is for budget builds when you cant quite fit intel cpu's in, but in this situation where all you need to do is dip down to 8gb's of ram and add a hard drive later, the choice is easy. If he had a 800 dollar budget i wouldnt be suggesting he do the same, but it turns out he has just enough to fit 9600k and rtx 2060.
