Or do one over on them? Accept the order, then decline the order, thus sending it out of the crafting queue, you could even add a note telling them to actually think through about how they are making their orders?

What popup? I'm not getting any popup when the order creator hasn't provided all the mats. When should the popup happen? Also, how can I know the creator hasn't provided the mats, when I have all of them and the order looks like this:

I cannot accept this particular order because I dont have the recipe, but there are others which I can, and there was no popup when accepting them. The only reason I didn't fall for them was because I didn't have all the materials and "craft" button was greyed out.

The warning popup comes when you are clicking the "craft" button. But the popup does also come when you are using an insight (or any other finishing material that were not in the initial order), and the popup is not modal, so instead of clicking "yes" when the popup is up you can also click the craft button twice and he will continue.
And I agree that it is very hard to tell in those order what your mats are and what mats are provided.
The first and obvious fix that should be hotfixed right now is adding a column to the list of puplic orders that just tells if all mats are provided or not, and ideally let us filter by it.

And there's also the other visuals of the marks. If a tick is missing, well, do you agree or not on the terms? If not, decline it.

It seems fine to me? The prompt always comes up if people are missing mats or I add insight to the item. In the case of adding insight to the item I just do a quick glance to see if they provided all the mats. In some cases I don't ask for all the materials but I still look over them, and while it happens sometimes, people do send personal orders without providing all the materials. Again, a quick cursory glance when the popup comes up is all you need.
