Because balancing large order differential simultaneous equations is an easy thing to do? If it was a case of a couple of equations then it wouldn't be too bad, if they were trying to produce a single answer rather than a function it would be a lot easier (ie balance assuming everyone has best in slot is much easier than balancing so it works with a range of gear). They are not, there are so many intricacies that are involved with changing any value and how it effects everything else.
There are methods for solving the problems but most would actually involve evolutionary algorithms to get the computing time down to a sensible timespan. As evolutionary algorithms are still prone to producing completely meaningless values they are rarely used outside of academia.
