If in a raid, multiple shamans put down healing rain. Do multiple HRs cast on a spot increase the healing to persons in that spot? Or is it first down is the only one that heals?

As far as I know, no it doesn't stop stacking regardless of how many shamans cast it.

Why would it not stack? It's an individual effect.
It'd be like 3 resto druids casting rejuv on 1 target, would those rejuvs not all tick and count towards healing that person? All 3 shamans choose to place their healing rain on that spot, so of course that spot will get 3 healing rain effects there.

Fortunately, it's not like the Hunter's Explosive Trap, assuming that's still broken. As everyone else said, they do stack.
