Comment box for front page news posts.

I'd like to see the comment box for the articles be moved above the list of comments, and if you're not logged in say something like 'Login to comment' or something to that effect. I told a friend about the Aspect's pet giveaway on the front page and she said she's never entered cause she can't find the comment box, and that's cause if you're not logged in it's not obvious that that is a feature.
