Bar switching, how?

Hello there, i just saw this video that is linked on mmo page, and a thing came up in my eyes, the mage (that is recording) switch the bars (or the skills but due to the lack of CD on spells that should be triggered by switching the spells i think bars) in just a blink of an eye, and damn me but i can't realy understand how he managed to do that... can someone give me some explanation?

And if u are on hurry the moment of the bar changes are:
0.14->0.16
0.27->0.31
2.14->2.17
2.30->2.32
