Yup, got it a few times on different chars now on normal.

Actually there have been reports about it dropping from more than just Izual. I actually think I got it from Diablo on Normal, then I actually got it again from Izual on Nightmare and notice the Nightmarish one when I went back to sell.

As for the vendor with Plans, it seems to appear once you are on the Izual quest, you don't actually have to kill him for the Plans to show up, atleast it was like that for me when I was on Hell.

How does this work now with the new difficulties? is ther a normal,hard,expert,master,Torment staff of herding now?

There is only one version of the staff now. You gain acess to all difficultys with it. (Sucks for me and everyone else who spend close to a million on it)
