I'd say it's pretty customizable.

Except they all look basically the same minus radical lua edits done by people who know what they're doing, aka not op.

ElvUI. Pretty easily customizable, especially like the ones listed above.

I would suggest:

- ElvUI (I really love it)
- WeakAuras (very powerfull "track me what I want" AddOn)
- Parrot (scrolling combat text)

P.S.: I find those guys pretty funny that say "oh I don't want this super hardcore interface replacements" they just use: Bartender to have actionbuttons, grid to have unit frames, tidyplates to have name plates, msbt to have scrolling combat text Oo Now tell me which part of the original UI is not replaced. That's exactly why I love elvui, everything looks at least the same and fits nicely together instead of having thousands of addons looking different.
