You cannot really blame all people living on the streets because you had a bad experience with a few. In fact I hear about that people attacking people living on the streets for pure entertainments they're made to live like animals on the street. But back to the point. You cant blame a majority of these people for you're bad experience.

I get non stop harassment ether for cigarette or use of my phone and if i say no they will ether get curse out or threatened to harm me and that when i call the cops they scatter like roaches !

That i get this abuse and that the police are limited for what they can enforce but they threatened to kill me and not an arrestable offense

You must be somehow a prime target for those people, maybe should working on that. But I can't really judge, if someone asks me for a smoke on my way home at midnight, normally he just wants a smoke and not to kill me, so maybe you should go to a more peaceful place?

A lot of times these people have serious mental health issues and have nowhere else to go so they cause problems to get themselves arrested. It is a warm place off the street for the night, and if they get actual time they get fed regular meals and have a bed.

What happened to you sucks, it isn't uncommon at all. I have been followed, threatened, harassed, grabbed, screamed at etc. All you can do is call the cops. Press charges, that is it.

Unfortunately that doesn't solve the problem. It is like when you are a kid and your parents ask you to clean your room, but you just shove everything under your bed or in the closet instead. The mess is still there, and it is slowly getting worse.

Because they can't verify your story.

You can tell them you've been harassed. You can be telling the truth. But they can't legally do anything without proof more substantial than your word.

Being threatened to be killed can have one arrested(with witnesses or substantial proof other than, "wahh he said he'd kill me!"). If the cops are not making the arrest, I'd file a complaint against the officers not doing their jobs.

Though from what I've read of you in this thread, you kinda sound like a baby. Words of some homeless person can not harm you. Unless they're attacking you, who cares what they say?

Also, nice generalization of homeless people. I've met some awesome, pleasant homeless people. A large chunk are scum, but not all. Get something to protect yourself, or stop going outside.
