Frost DW weapon choices

Hey guys need some help with weapon choices and locations. First, what I have.

I have two LFR Kilrak, Jaw of Terror. 1 is gemmed with Sha gem and both are upgraded twice.
I have 1 Scimitar or Seven not upgraded and 1 Elegion, the Fanged upgraded twice.

Secondly, I currently am using the LFR weapons with the gemmed weapon in my OH and the ungemmed weapon in my MH. Am I doing this right? And am I using the right weapons. NOTE: I can not upgrade the Scimitar yet, but when I can I would like to upgrade it twice.
