It's the question that doesn't need to be asked in the first place. It's like asking why humans are leader of Alterec,Lordaeron,Stormgarde,Gilneas,Kul Tiras,Stormwind. It's because all of that are fucking human kingdoms.
WoW-lore is based on the idea that real consumers are human and therefore we have some innate preference to see them always pull ahead.

They aren't always human. Occasionally an elf gets in there, due to the old alliances and the Order of Tirisfal. Granted, historically that tends to turn bad for the elves.

The people of Dalaran have as much right to hate Undead as the surviving Lordaeron citizens and the Gilneans.
As for why they always Human?
Dalaran is one of the 7 Human Kingdoms. It only makes sense that it's ruled by Humans.
If any other race were to rule Dalaran, it would be a High Elf, but that's unlikely. Human kingdom and all.

Well, everybody of importance to the story must be either a human or an orc (Anything else is just extras), the Kirin tor are by origin an alliance-oriented organization (huge burly orc in a robe looks silly anyway :P ), so humans it is...
Ignoring all the trollish answers...it's because it's a human city that was founded by humans. After the Elves taught the humans magic, those capable of magic founded a seperate city since the average peasant at the time was bias against magic...as were paladins up until fairly recently.
Think of it as a WoW version of the Jedi Academy minus the fact that they don't only recruit children or frown on marriage.

In most of fantasy, humans are always evil, always 'weak,' always lesser.
I World of Warcraft, which started out way back with 'Humans versus Orcs,' Humans actually have a role to play.
Why is it so wrong that humans (and orcs) are finally important in a work of fiction?
Dalaran is a human kingdom. The Kirin Tor is a predominantly human organization. Most leaders are human, simply because there's far more humans there than anything else.
So here's what: Elves may be majestic, but they're snubby, arrogant, and stupid. Yes, elves are stupid. They live very long lives, so they've got all the time to learn stuff, but they're not any brighter than any other species, which means that, in order to process the same information, they require ten times as much time. Which makes them stupid.
Draenei are self-righteous blaggards. There's nothing interesting about them; they're holier-than-thou Naaru-worshipping cowards, and prone to quite a bit of mis-placed hatred against the Broken.
Humans are intelligent, make tough choices, and bear the brunt of problems most other peoples are happy to shove their way. Sure, they make mistakes, and since they're more active than most, they make many mistakes. But at least they dó something.
Dwarves like to keep to themselves.
Gnomes are very intelligent, but have little interest in politics.
Gilneans are humans, but like to take a back seat and let mommy Stormwind take the lead.
Etcetera, etcetera.
Perhaps a better question would be:
What's with all the misanthropy in the fantasy genre? Are humans just not special enough for you to find them awesome?
They're also painfully neutral and have overwritten or stolen everything interesting about the Night Elves and anything related to them.

Humans are the hero. The ones that rise to the occasion no matter what that have empathy and kindness in their culture which leaves other races scratching their heads. Etc...
They are not -always- evil.
