He signed these cuts into law to force Congress to hammer out a more thoughtful, bipartisan solution. These cuts are intentionally draconian. He never intended for them to actually take place.

If you make 5k a month, and are spending 7k a month, and then are planning to spend 9k a month, planning to spend only 7.5k instead of 9k isn't what I'd call a spending cut, since it's not reducing your current spending, just the pie in sky retarded spending you were contemplating.

BTW, the Feds aren't responsible for funding police, firemen, and EMT’s. Those are local and/or state functions. Why are they being used as props here? If sequester cuts will affect them then something is already rotten and needs to be exorcised.
