Does Archangel counts for Penance, offensively?

Archangel increases healing done by 5% per stack of evangelism (max 15%), but does it count has doing 15% more dps when using Penance offensively? (I would presume NO, but I'd like a definitive answer on this)

It's max 25%, and while it doesn't make the penance do 25% more damage, it will make the atonement do 25% more healing.
