[Holy] Quick Legendary Cloak Question

When the legendary cloak procs, does the overhealing->healing affect apply to hots currently active, and thus when the proc fades that effect fades, or do I have to cast a bunch of hots when it procs and the effect stays for the duration of the hot? Basically, do I just arbitrarily blanket EF when it procs, or just continue with my normal rotation?

It applies to whatever is active and what you cast during. Personally I'm quite disappointed with it though compared to some of the other procs.
