Is T16 4 set good enough to use LFR & Flex ilvl tier pieces over Normal ilvl ?

Malvana - Silvermoon (US). My main is Destro with Afflic offspec. (cannot link armory yet)

I currently have Normal ilvl T16 Hands and Chest. I have Warforged pants from Ordos for off-piece.

I also have Normal ilvl Flamesinger's Fiery Cowl (Head) and Shoulderpads of Dou Dou Chong (Shoulders).

I have recently obtained tokens for LFR Tier Shoulders and Flex Tier Head.

I believe it is worth equipping the lower ilvl Tier pieces to obtain the 4 set bonus, over the higher ilvl non-Tier pieces, but am after other opinions.

(or should I try and be tricky, and reforge/gem for 4 set with Destro, and stay with current 2 set for Afflic ?)

i'd say stick with 2p for affli and use the lower ilvl tier for destru
