Tuesday night if you're on US servers, wednesay if you're on EU.
The more dedicated people raid LFR then. A lot of guilds don't raid on reset days, so there will be plenty of good players trying to get small upgrades from LFR on reset day.
Don't go the night before a reset day. LFR heroes use that day to go with their 40k dps alts.
Before school lets out on a weekday.

I honestly think Wednesday night is best in US. Most 3-4 night raiding guilds raid Tu/Th and (Sunday and/or Monday). Wednesday is often an off night.

I'll go with never also. It's just become unpleasant. Not needing it on my main, and not bothering with it on alts.

I just did Garrosh wing once or twice, no real need to farm for gear. It's usually a frustrating negative experience. But the late night people seem to have a better sense of humor.
If you have to do it, the earlier in the week, the better.
Immediately after the reset. Most of the time, you'll get a group that absolutely stomps the bosses then.
The same is usually true for Flex PUGs. They'll also get considerably worse the longer you wait.
I honestly haven't found a time that is better than others.
In particular, I don't think Tue/Wed is that much smoother than weekend/Mon. I've had great runs whenever and terrible runs whenever and everything in between.
