I strongly doubt they will put 5.4.8 live with less than 3 weeks of advanced warning for people to get to 3000 VP if they want to. If they do, people will be pissed off that they used VP to upgrade offspec/3rd spec stuff that they wouldn't have upgraded had they known they could use it for main spec gear. Waiting the full 3 weeks also puts it live June 3, lining it up perfectly with Wildstar, which makes all kinds of sense.
Of course, I guess they might figure that most raiders are fully VP capped anyway and that it doesn't really matter. I know that I've been sitting at 3000 VP every week since like December with every piece of main and off spec gear upgraded. However, the people who might not have the excess VP are probably the people that are still progressing/getting lots of upgrades, and the 4/4 upgrades are primarily aimed at people progressing/stuck on bosses. I can't see them wanting to screw them over by not allowing time to fully cap.
Whoever heard it from a guildie that it will be this week (or next idk when he posted that) is just delusional. These things have to be bug tested, we've already seen a bug where they completely deleted the Arrokoa models from the game files by accident, and a handful of other bugs. The also pushed an achievement change in there last minute. I'd wage at the very minimum we have 2 more weeks for that patch to go live. If you're bored you can log in now and play with your +8 ilvls on everything, it's pretty insane for the trinkets.

I'm fully vp capped and im saving 2 months worth of timeless coins to turn in for valor as we speak. Never have to log in except for Tuesday raid.

Technically, people would be harmed more by delaying it to give a 3 week notice to "be fair" than release it immediately.
Or to put it another way: you don't "lose" anything by not being hard VP capped at this instant if the patch launched this instant. Your ilvl isn't going down. What you gain though are those who are already VP capped able to spend theirs.
Most people who are progressing aren't getting gear at a fast rate. I've gotten 2 pieces in the last 4 weeks? (Progressing on heroic paragons ATM with clears included) And I know this isn't unusual for our guild. I'm assuming most at this point regardless of progression levels who raid on a consistent basis have exhausted their gear upgrades for the most part.
I don't think it'll be this week (though the fact its in release build is interesting) but there technically isn't anything lost by not informing people in time. Would more have been VP capped and not upgraded off spec gear if informed early? Ya, but you aren't losing anything. It's not like 5.1 where you'd never be fully upgraded and did fall far behind if you weren't hard VP capped at the start.
Here's some math that better illustrates what I mean:
Lazy person beloq:
Patch hits week 1 I have 0 VP, I gain 0 ilvls.
3 weeks later I have 3000 VP, I gain 24 ilvl
So 24 total.
Alert person:
Patch hits week 1 I have 3000 VP, I gain 24 ilvls
3 weeks later I gain 3000 VP, I gain 24 ilvls.
Total ilvl gained: 48 ilvls.
Now if we do it by patch hitting 3 weeks from now:
Lazy person gains same amount of ilvls: 24.
Alert person though gains only 24, not 48.
So nothing is "lost" by launching upgrades in this particular case without warning.
Not saying that it will be this week, but just showing math that it wouldn't really harm anyone by releasing without warning.
The warning IMO would be warranted if the VP were to reset. Since that is not the case, no warning is necessary.

The cases where warnings would be warranted IMO is if there were alternatives to spend VP on or if it was something like 5.1 where you would fall behind.
While yes you can gear up OS and upgrade them, you're only doing that if you're swimming in gear and gear progression has essentially stopped.
For ToT: there was the choice to spend VP on armor or gear upgrades. Which necessitated telling people ahead of time: you're going to need to stop buying the stuff.
This time, its just gear upgrades.

It is very likely. I'm excited for it at least. Those extra 8 item levels are certainly going to help my group get more things done before 6.0 gets here.
