1. I recall Trading post level 3 saying the 20% rep increase was account-wide a few months ago in beta, but it no longer mentions it. Does it not benefit alts now?

2. Is the 20% increase worth it for the Ashran rep? I already have all bodyguards+other draenor reps at exalted so I'm curious if I should just replace it now

As far as I know only the pattern was account-wide upon unlocking it.

The 20% increase to rep gain is NOT account-wide.

If you don't already have one built, and don't want to build one, you're not missing out too much on the Ashran rep. It comes very quickly. I finished it in less than a day on my main just by following around an event group (with trading post).

It's not account wide, but once you get the plans for it, you can build it on any character.
