Plowshares to Swords?

in the Order Advancement Tech Trees and Rewards i speced Plowshares to Swords. which "Allows you to place work orders for Champion armaments or equipment in exchange for Order Resources." but i cannot seem to find any place to place work orders for armaments or equipment. maybe im missing something? any help would be appreciated.

You get a new NPC which is a dwarf (or at least was in the beta) that allows you to start queuing them up.

Sort of in-between the Squires NPC and the Knights NPC, in the hallway, if memory serves right.

He stands in the same Room as the Squire-Workorder-NPC. Right next to the Door to the Silver Hand Knight-NPC.

He is a dwarf (called "Kristoff <Armaments Requisitioner>") and he has a Quest for you, so you cannot miss him the first time.

well shit. i dont have the quest. if anyone is in game, do they have the npc name?
