Thoughts on this? Why does this trink sim high? Is there a proper way to use the on use effect?

It sims high because it sims with the shield as damage which is incorrect. It is bad for dps. Particularly bad for outlaw with tb you have nothing to line up with it such as vandett. It could be useful for progression, shield plus a tiny damage boost, but really a wq stat stick will serve you better.

Not sure how accurate you are on the simming being wrong. Simcraft shows trinket doing 2.1%. Warcraft logs show 2.3%. I've been using the trinket for a while. It doesn't seem bad. There are better and once I get one I'll use it. But from what I can see it sims fairly accurate.
