I don't see what the fuss is all about. This is entirely a non-issue.
Soloing Ulduar these days is utterly trivial. So it's really just about running a number of Yogg kills until the mount drops. Considering that most people have multiple alts it's not even likely to require that many lockouts. Essentially this mount farm is nothing more than a time commitment. So in order to assess the impact of the mount dropping in TW, you can do a like-for-like comparison by comparing time investment.
The current drop rate is 2%. Therefore on average you'll take about 50 kills to farm the mount. Or looked at another way, you have a 65% chance per 50 kills.
If it were a 100% drop rate in TW you'd have a once-per-event 4% chance to get it (assuming a full raid with everyone rolling on the mount). And while I am sure it is possible to run it with a smaller group, and some of the members will already have the mount, I'd say you're unlikely to get that chance higher than 10%.
What this all means is that a single TW Ulduar run becomes an equivalent chance of getting the mount as running 2-5 solo non-TW clears (and if you have less people in your TW instance in order to up your chances of getting the mount, it simply makes the instance take longer).
Considering that soloing Ulduar in non-TW mode is likely a lot faster than doing the TW version, I would argue that you can easily do 2-3 runs, possibly more, in the same time.
Logically speaking, adding the mount as a 100% drop for doing Yogg Hard mode in TW is going to make a negligible difference to the ease of obtaining this mount. The only reason we'll see more of the mounts is because of people who do the TW mode and get lucky on their rolls, who never bothered with trying to farm it.

I was going to say sure, if you kill the hardest mode of Yogg-saron, as was originally the case, but then I realised most of the groups for that week are going to be people trying and failing to do the hard mode instead of just getting the dungeon finished.
Now I'm in the no camp, and kinda worried that they're keeping hard modes at all.
It shouldnt even be in the loot table and im not saying it out of snowflake syndrome cause i dont have it :P

i farmed for ages for the mount and im glad ive had it for a while, something you can easily get ti now from farming should NOT be guaranteed from tw it cab be 1% like curently but not 100%
