Its going to be very similar to ToS where every legendary is close and it will come down to individually simming yourself to see whats best for you

It's really going to come down to your gear and the Titanforge rolls you get. For some folks, sticking in 4pT20 will be best until Mythic, for others they'll want to go 4pT21 sooner. Those will have large effects on which Legendaries you want to use - just going to have to aggressively sim your character.

As it is now, the T20 will stay bis even with Mythic T21.
Btw, we can expect a T20 nerf, so just wait & see.
