It's pointless to be discussing PVP talents besides noting that 90% are the same as in Legion = nothing terribly interesting, plus you now pick a smaller number of them from a pool that is two-thirds of what it was before = another small prune. It's pointless to be talking about them, because (a) even PVE talents are bad and unfinished and lost tons of things again, because (b) whatever the talents, the story with the gear is still doing PVE in order to PVP with no ilvl caps, with an RNG thing being mockingly named 'conquest points' although it has near-zero resemblance to conquest points of Cata / MoP / WoD, because (c) whatever the talents and the gearing, they still don't have solo queue and that means that even if all other things are solved (they aren't going to be, but if), PVP will at the very best still be same old as it was before, dated design from 6-8 years old with zero potential to attract new players in 2018 and zero interesting things happening.
Discussing PVP talents at the moment is similar to discussing which squirrels we will have to /love or /kiss in the BFA version of the respective achievement. Yes, PVP talents are pretty bad. But even if they were perfect this would have been irrelevant, because there are MUCH bigger problems. (But yes, they are bad, you are right, etc)
