All you have to do is buy a BFA license on a second account on your B.net account. Example, you have BFA on account 1 but only Legion etc on account 2, buy BFA and active it on account 2 and now you can use the 110 boost on account 1. Tested since Legion and still works.
You should buy it from here for the best price. Use the code "ASMON" for 3% off.
Also if you have too many wow accounts on your b.net account, just ask blizz to remove some from your b.net.

No, the character boost is battle.net account wide, you can use it on a character on **any** wow account on the same battle.net account.

So, you buy the current expansion with the help of advertisement (which btw isn't permitted on MMO-champion), then you use your boost on a BRAND NEW character as one account can't use two free boosts from the same expansion (and if it works, then it is an exploit that should be reported) + server transfer....
