Before I post the request i was wondering if anything on my old PC can be upgraded instead of buying a new rig. This is my current PC built in 2015 https://pcpartpicker.com/list/dNwJGX . If it makes more sense to just build new then my desired specs are as followed:
Budget - 2000$ US
Resolution 1080p or 1440p***
Games / Settings Desired MAX/Ultra
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc)
Country USA
Parts that can be reused Possibly?
Do you need an OS? Yup
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)? No

144hz isn't a resolution, it's a frame rate. We talking 1080p, 1440p, or 4k?
Re use: Your HDD is probably good, SSD is maybe.
If you can wait a couple months, do so. Ryzen 3000 might shake up the game. If you can't wait:
CPU: For high frame rate you'll want Intel right now. Ryzen can do it too, just not as well.
CPU cooler: I just like the look of Corsair's AiO's. If you want better value and the same performance get a Dark Rock Pro 4 or something from be quiet!
MOBO: Good board perfectly capable of supporting a 9700k with any OC you can throw at it until the chip burns
RAM: Just buy whatever 16gb 3000mhz or higher kit you like that look of and is on sale. The Aegis kit I chose has decent timings and is cheap
SSD: 1TB of super fast storage, fill up with your own used, or buy more, whatever you want. I personally have a 6TB HDD, but I need to store a ton of files locally
GPU: 2080 is more than fine at 1080p 144hz, you could probably go down to a 2070. You might struggle at 1440p 144hz, but you can reduce settings. If you really want 1440p 144hz I'll link CPU/MOBO with a 2080ti replacement below
Case: Pick whatever ATX case you like the look of. The H500 is a good case though
PSU: Anything 550W+ with 80+gold is fine. The Seasonic I chose is just about the best you can get, and will probably never spin the fan

And if you want 4k 144hz: Increase your budget. A lot. You'll need 2 2080ti's minimum, and that alone exceeds your budget
Your cpu isn't bad at all. You can get a new video card and throw more ram in (same kind you already have if your mobo has the slot space) and you'll be able to run at 1440p (and especially at 1080p) with no problem for a while until it's time to build another in which case you can grab this new video card and the ssd along with the backup hd drive and throw them in your new system when you decide to spent more on a new build. For about $500 you can get a GTX 1070 and 2x8 GB of the same G-Skill Sniper ram sticks.
